I made my first sale under the new international shipping program. I listed it as free shipping and it sold that way. When the sales record was created it downloaded a 17 and some cent shipping cost. I did not charge shipping and I didn’t get that money. Maybe ebay is charging that to the international buyer? bottom line is its inflating my profit numbers. Screen shot attached.

Sorry, but there’s no API yet to distinguish sales made through the new International Shipping from other sales, so GarageSale does not know you never paid theses shipping costs. Let’s hope eBay will add additional fields to the orders API at some point.
