I do not use eBay policies.
I also do not include package dimensions unless the package is:

I offering USPS services and it exceeds one cubic foot or exceeds one of the length surcharges.

I am offering UPS Ground.
Some 99.9% of packages do not require dimensions so all I do is duplicate a existing template based upon shipping scenarios and a weight.
For those packages requiring dimensions I duplicate one of the existing templates as before and enter the dimensions.
Any packages with a significant difference in pricing due to discounts due to Cubic pricing can be fixed via a refund to the buyer.
eBay will calculate the rate based upon the weight if the dimensions are eliminated. If dimensions are included then the rate will be computed on the weight or dimensions.
eBay; however, can’t accurately display USPS Cubic rates or determine if packages are subject to dimensional rates as they do not allow decimal values in the listing form and have instructed software publishers to not allow them. eBay tells customers to round up dimensions to the nearest inch, which violates USPS regulations. PirateShip follows USPS rounding rules - not eBay rules designed to rip its users off.
