When I try to update the picture on a listing, the one on the top changes but the one in the description stays the same. I have tried drag and drop, adding from Library, nothing is working. When make the listing live, the picture is different in the top of the listing vs. the description.
Could it be that this is a listing that you imported from eBay using GarageSale’s “Import from eBay” function?
If so, the image URLs probably are included directly in the imported item description and can’t be changed.
In this case you have two options here to fix it:

You delete the listing (and then empty the trash bin) and next you re-import the listing from ebay. This time make sure the “Remove design from description” option is selected in the “Import from eBay” panel.
Select “Download listing images” as well.

Another way is to keep the listing but to clear and re-do the item description:
Copy the whole text from the item description in Preview mode, switch to Editor mode, clear the item description field there and paste in the copied text. If you then switch back to Preview mode you can add new images and select a design as usual. You also have to re-do the text formatting though.
