This keeps appearing. I’ve pasted the URL in the browser and it can’t find. I accepted terms when I added a checking account. How can I accept these particular term to remove this error? I’ve indicated what I pasted in a browser. I have uploaded the error, from the website to show you what I get when I use that URL.

most likely eBay changed something since introducing this URL in the warning that breaks the website it is trying to show. The easiest way to get around this is to try to list an item from the eBay website/My eBay. You should be directed to the right spot where you can accept the terms/conditions.
