Not sure what this means…

Care to elaborate???

Under macOS Ventura the toolbar of the Accounts window could appear truncated. This has been fixed in the latest beta version.

Probably nothing you would notice. There’s a customer on a decade old iMac using a special combination of variations and SKUs, which is running into very particular bottlenecks.

Doesn’t anyone else get this gear at the most inopportune times? Runs for 10-15 seconds. It says downloading categories then flips to this.

In general you should see this for a few seconds only.
Did you already try to refresh your eBay access token?

Also, what happens if you switch to Editor mode and then back to Preview mode? Does it still say “Generating Preview” then?

It usually is occurring once a day and usually the first screen use of the day. I just refreshed the token.

I will try this at the next occurrence. I have in the past clicked a different listing and it still continued. If this was done in the background we would notice it. Are categories changing that much that it needs daily updating?
