Can you please give this a try?:

Update to GarageSale 9.9.2 if not done already.

Open the GarageSale preferences > Accounts and click on “Refresh Access Token” to refresh your eBay token.

If done, select one of the listings in question and open the category browser. In that browser click on the sprocket icon to update the category data.

Re-select the category in your listing. Check the Condition menu afterwards.
