Problems with Sending Payments in GaragePay

Gentlemen, I get this when attempting to send a payment:
I have absolutely no idea how to “turn on” Mass payment, but quite frankly, i didn’t think i would pay this amount of money just to view transactions on the app. i need to be able to do more. please help?

this has nothing to do with GaragePay as far as I can tell. It’s something with your PP account so you better contact the PP support directly.

My PayPal account is a business account, when I contact them, what do I ask them. From what I read everywhere premier and business accounts are allowed to process mass payments.
