The popup-menu options for the Substitutions popup-menu ARE saved when the GS app is Quit and ARE restored when the app is relaunched. Good. 
The popup-menu options for the Spelling and Grammar popup-menu ARE NOT saved when the GS app is Quit and ARE NOT restored when the app is relaunched. Bad. 
The popup-menu checkmark values for “Check Spelling While Typing” and “Check Grammar With Spelling” and “Correct Spelling Automatically” SHOULD be saved when the GS app is Quit and restored when the app is relaunched.
These are in the main menubar Edit menu, and also in the right-click menu for the Title and Description fields when in Editor Mode.
