I am getting the an error message similar to that mentioned by others - mine says global shipping no longer applies to the category I am trying to list in, which is books. This does not seem to be a fatal error as I am still making international sales and I can activate global shipping by revising the new listings that eBay would not let me list with global shipping. I presume that this all has to do with the change of the global shipping program to the international shipping program, but I do not see an option to select the international shipping program in garage sale - will that be coming?

Yes I am selling on eBay US. All my listings checked the box for global shipping. The listings renew ok, although there is a red error message. Having global shipping checked in a new listing is, however, a fatal error. I can do a new listing without global shipping checked then check global listing and revise it though. I understand that eBay has replaced the global shipping program with international shipping and it seems to me I should be checking a box authorizing use of that program, but I don’t see such an option yet.
Fyi, I know this is a bit repetitive but I first answered your question “yes” and got an error email saying my response wasn’t accepted because it was too short.
Can you please give GS 10 Beta 18 a try and check if the issue goes away:
I just successfully listed a new listing with global shipping checked and got no error messages using the beta version. You have successfully eliminated what was causing me to take extra steps, thank you! I’m still confused by what eBay is doing with its global shipping and international shipping programs but we had an international sale just yesterday and so long as I can list our books and international buyers can successfully buy them, I’m happy.
I will mention one more thing for completeness sake - I had a listing ready to go today but the program would not let me list it - I had cut & pasted to create the listing and it would have had global shipping checked. Yesterday, I would have been able to uncheck global shipping and list the item. Today, the global shipping option was greyed out and I could not do that.

The new “eBay international shipping” thing, which replaces their prior system, is not well documented.
Please make sure that your account is indeed opted into “eBay International shipping”. Unfortunately there is no API for GarageSale to check if that’s the case.
Also, is there a page for you to check if the item you just listed today is available to international buyers. If you send me the link to your listing I can try to check as well.
After not finding eBay International Shipping to choose as an option on any of the drops down menus, I did what I should have done already which was read about it on eBay. It says that all sellers are automatically enrolled if they meet certain metrics and I figure that we must be enrolled because we have made several international sales in the last month.
Thank you again for your assistance - a couple more questions: should/can I now use the beta version I downloaded? Will it update automatically when it needs to be updated and can I delete version 9.9.5 which I was using?

You can stay with the beta version, no problem. It should update to the final release of GarageSale 10, as well.
Feel free to already delete GarageSale 9.9.5 but maybe just keep it for the next couple of days, just in case. You can still open GarageSale 9. GarageSale 9 and GarageSale 10 use their own database.
“Please disable the Global Shipping Program option or choose a different category.” and the Global Shipping option is greyed out on the listing, so now what do I do?
